Whether a brass case chambers or not is more often its length to the datum line, rather than OAL, although OAL can affect you too. You check datum length with the case comparator, SAAMI dimension for this is 1.190 - 0.007. The shoulder bumping up against the chamber is what has stopped a few of my cartridges from loading.
Factory loads typically size that even a couple thou below min so they will always chamber in all rifles.

Shoulder bump will stop a cartridge from loading if the case is not bumped enough. But a carbon ring will also stop a case from clambering if the neck is to long.
Which reminds me I need a new chamber brush.
If you can not see the tyranny of having a gun ban enforced by men with guns... Then you fail to understand why the second amendment was written in the first place.

Case ID is running .239 - .240 for the cases I measured. The expander ball measures .242.
