If you are not intending shooting the ammo within a year or so you may do well to load the ammo closer to when you are going to shoot the ammo. Bullets can cold weld over time which can alter the effect of neck tension.

Cold welding may or may not be a significant concern. though be aware this can be factor to consider. I am of the opinion that the dirtier you leave your case mouths the less concern cold welding may be. Still I favor not having ammo loaded ahead for more than a season. YMMV.

As for cost effective bullets for target shooting, range time. Yes this would be the way I would roll. Something to be aware of though diffrent powder residue & copper fouling tend to season the barrel. So it may take some cleaning & firing a few rounds for the barrel to settle down & shoot the current ammo consistently.
